The International Institute of Space Law (IISL) Board of Directors is pleased to announce that by unanimous vote, it has approved Latin America as its 5th Region. Latin America joins the North American, European, Asia Pacific and African Regions. Regional winners receive financial support to attend the World Finals. The IISL’s Lachs competition is particularly distinguished by the tradition of judges of the International Court of Justice presiding over and judging the World Final. The World Finals take place within the framework of the IISL’s annual Colloquium, which is a part of the International Astronautical Congress held on a different continent each year. The Lachs competition offers an unparalleled learning experience to all teams at all levels in a fair and cordial environment. Latin America demonstrated through test rounds the last two years that there is sufficient interest in Latin American law schools to sustain a viable Regional competition. The IISL congratulates the Latin American Regional Organizer, Professor Jairo Becerra, and Assistant Regional Organizer, Professor Laura Gamarra, from the Universidad Católica de Colombia, and all those who worked to achieve this objective. Funding for travel of the winning Latin American team to the World Finals will be provided by the Space Network for Latin America and the Caribbean – ReLaCa ESPACIO.

2021 LATIN AMERICAN ROUND

The 1st Latin American Round of the Manfred Lachs Space Law Moot Court took place entirely online, due to the COVID-19 pandemic, on June 17 and 18, 2021.  The regional organizers, professors Jairo Becerra and Laura Gamarra from Universidad Católica de Colombia arranged the event along with the host university, Universidad Peruana de Ciencias Aplicadas, who provided the videoconferencing tools to ensure that all teams could participate by running two simultaneous rooms where the preliminary rounds were held. 

Six teams from across the region participated in this year’s round:  Universidade Catolica de Santos – Unisantos from Brazil, Universidad Peruana de Ciencias Aplicadas – UPC from Peru, Pontificia Universidad Católica de Chile from Chile, Universidad Nacional Autonoma de Mexico – UNAM from Mexico, Universidad Católica de Colombia from Colombia, and Universidad de La Salle from Mexico.  Their memorials were judged by Prof. Dr. Juan Manuel de Faramiñan Gilbert from Spain, Mgr. Sergio Fernandez from Colombia, Lt. Jorge Luis Chávez Cateriano from Peru, Dr.  Maria de las Mercedes Esquivel from Argentina, Dr. Aarón Oyarce Yuzzelli from Peru and Mgr. Camilo Guzmán Gómez from Colombia. 

Day 1 - Preliminary Rounds

The preliminary oral rounds were held on June 17th, 2021, and were judged by Dr. Luis Antonio López Velarde Sandoval from Mexico, Sylvia Ospina, JD, LL.M from the United States, Prof. Luis Héctor Arce Espinoza from Peru, Prof. Mgr. German Darío Florez and Prof. Dr. Walter Arévalo from Colombia, and Dr. Martha Gaggero from Uruguay.  After a day of hard-fought rounds, two teams continued to the final: UNAM from Mexico and UPC from Peru. 

Day 2 - Regional Oral Finals

On June 18th. 2021, we reconvened for the Final Round.  This time, our bench was composed of some of the brightest and best-known personalities in the field of space law in the region:  Ambassador and former President of COPUOS Ciro Arevalo from Colombia, Prof. Dr. Olavo de O. Bittencourt Neto from Brazil, and Dr. Martha Gaggero from Uruguay.  After intense arguments by both parties, the judges deliberated and determined that the team from UNAM-Mexico was the winner of this year’s competition and will go on to participate in the World Finals later this year.

During the valedictory ceremony held after the arguments, we were fortunate to have the words of Prof. Dr. Kai-Uwe Schrogl, President of IISL, who congratulated the region for this achievement and acknowledged the efforts of the organizers and participants.  In addition, the winners of best memorial,
best oralist and winner of the regional final were announced as follows:

Results of the 2020 test round

The 2020 Latin American Round of the Manfred Lachs Moot Court Competition was held online on May 22nd at the ReLaCa colloquium. ReLaCa is the Space Network of Countries of Latin America and the Caribbean. This year, because of the COVID-19 pandemic, we were forced to cancel the oral portion of the Latin American round, and institute a memorial-only round, for which five teams registered and submitted written memorials. Team 01 from Pontificia Universidad Católica de Chile was the winner of this memorial round, and they had the opportunity to compete in an oral round against a team from the UAE, which they also won.
